After more than four decades of visionary leadership, industry disruption, and dedicated service, Janet Shelley, PT, DPT, will retire from her role as Chief Disruption Officer at Therapy Partner Solutions® Holdings (TPSH) in June 2025.
Janet’s retirement marks the end of an era—but her legacy will continue to shape the way we work, innovate, and lead in the therapy industry.
A Career Built on Disruption, Insight, and Impact
Janet’s career began with disruption—and that theme followed her at every turn. After graduating from physical therapy school, her first job at an orthopedic specialty hospital was affected almost immediately by a major policy shift in Medicare’s payment structure. That early challenge lit a spark that would define her professional path: the ability to navigate, and thrive within, disruption.
From becoming the first female partner in the oldest private practice in South Carolina, to co-founding and leading Medical Billing Center™ (MBC)—a therapy-specific billing and collections company—Janet continuously turned challenges into opportunities. Her journey has touched nearly every aspect of the therapy world: outpatient, hospital joint ventures, home health, and beyond.
In 2021, Janet brought her expertise to TPSH as part of the executive team, where she served as Chief Disruption Officer, guiding the organization through strategic growth and marketplace evolution across all business lines. Her impact can be seen in the systems she helped shape, the people she mentored, and the countless professionals she educated and influenced across the country.
A Leader, Mentor, and Advocate
Janet’s insight didn’t come from isolation—it came from connection. She attributes much of her success to a network of trusted colleagues and her deep involvement with state and national trade associations. She has been a fierce advocate for physical therapy and healthcare reform, particularly in the areas of regulatory policy and reimbursement.
Outside of work, Janet’s service-minded spirit continues. She actively supports her church community, holds a legislative appointment to a regional healthcare board, and serves as a Guardian ad Litem, giving a voice to abused and neglected children in court.

Looking Ahead
While Janet may be stepping away from her formal role, the heart of a PT—and a disruptor—never really retires. She’ll remain connected to the therapy community and to Therapy Partner Solutions in an advisory capacity when needed.
